Province and territory-run streams that nominate candidates for their local labour market — often the fastest route into Canada.

Who this suits

The PNP is how Canada's provinces and territories select economic immigrants for their own labour markets, alongside the federal system. With more than 80 active streams across 11 provinces and territories, it's now the second-largest economic immigration channel after federal Express Entry — and for many candidates, especially those without a very high CRS score, it's the most realistic route to permanent residence.

How the process works

  1. Identify the right province and stream — based on your occupation, education, and connection to that province.
  2. Apply for nomination — directly to the province, or by expressing interest through Express Entry.
  3. Receive your nomination certificate — confirming the province's nomination.
  4. Apply for permanent residence — to IRCC, either through Express Entry or as a paper-based PNP application.
